The present research work shows a mathematical model for the problem of the allocation of economic resources to projects of technological innovation and a solution using optimization strategies and tools. A project of technological innovation usually presents proposals of new ideas that allow the development of new processes of improvement in production, marketing, product, business, business model, model of logistics or service to the customer of a company.
Financial support for business plans is through the national councils for science and technology. The national advice allows to assign economic support to proponents enterprises. With the aim of contributing to companies are beneficiaries of this support, this research shows a new strategy of optimized calculation of the resource of each proposal of technological innovation allowing to establish the economic resources required for their development.

The method used to find a solution to the optimization of the requested resource is performed by means of mathematical conceptualizing of a model, generating instances based on real and stochastic behaviour. The tool used to find the optimal cost of each proposal for technological innovation was using the CPLEX model. The results of the experimentation using instances generated present considerable savings that can be used to support more companies proponents proposals. In the future is expected to establish agreements with the National Council for science and technology of Mexico for the use of the tool.
