ABSTRACT The complexity of a major industrial project involves overcoming numerous challenges. A brief description of a project to adapt a refinery to the market using the delayed coking technology is given. The best technical solutions will be applied to guarantee efficiency, safety and minimal environmental impact. In this case, we must add to the own difficulties for the design and implantation of the Project, the rest of existing facilities in the refinery that demands the modification of several of them. Also we have had to conjugate the limited space available, with the maximum respect to the urban and leisure surroundings, represented by the existence in the neighbour hoods of a beach and other areas of high ecological value. It has been considered high-priority to reach the maximum level of security, for which has been used tools that allow having it in account in every phases of design, with special attention to the selection and formation of the personnel who will operate the unit. Key words: Industrial project management, delayed coking, best available techniques.
